The Newsletter #10 published in March 2000 focuses on the Fifth International Seminar held at Hyderabad, Andhra Pradesh, India. The Seminar gave a wonderful opportunity to understand the process of launching a major reform in the irrigation sector in India. The reforms in Andhra Pradesh break new ground in India. the seminar was jointly sponsored by the Indian Network on Participatory Irrigation Managment, Global INPIM, The Irrigation and Command Area Development Department, Government of Andhra Pradesh and the World Bank. The theme of the seminar was on monitoring and evaluation for participatory irrigation management. The Seminar was preceeded by a Researchers Conference from December 11-14, 1999. The Conference focussed on " The long road to commitment: A socio-politcal perspective on irrigation managment reform".
