Editor's Note: One of the functions of INPIM is to serve as a clearinghouse of information about PIM. Unless indicated otherwise, single copies of the suggested readings (not including all books) are available free to INPIM members. Suggested Readings in this issue include papers presented at the Fifth International Seminar, and others which have been published during the last six months.

We have also increased the amount of documentation which is available on the Internet, through INPIM's website. This year we will continue to make more materials available on the Internet. We are also planning a searchable database of all items in the INPIM Resource Library. Be sure to check www.inpim.org for the latest developments.

Call for Contributions

The INPIM Library is continually increasing in size. We rely chiefly on you – INPIM Members and newsletter readers – for keeping the library stocked with current documentation from countries around the world. In order to keep our library interesting and up-to-date, please continue to submit documents on a regular basis. If you do not have a formal paper, send us your thoughts as a ``Letter to the Editor," a newsletter article, or photographs of PIM activities in your country. We particularly like to receive documents electronically, and can handle almost any format. Of course, we appreciate materials received by post or fax as well. Send material to INPIM's Coordinator, Matthew Heberger, at coordinator@inpim.org or to the address found on the inside cover of this newsletter.

Historic legislation enacted in April 1997 by the legislature of Andhra Pradesh, creating a structure for farmer's organizations within all irrigation systems in the state. Also includes a detailed set of rules relating to the conduct of elections and the Internal Management of Farmers Organisations.

Anonymous (1999) , Report on Farmer Managed Irrigation Systems Award and Training on the Theme of Conservation Measures in Irrigation Systems. Farmer Managed Irrigation Systems Promotion Trust, Kathmandu, Nepal. (22 pages)

Nepal is known for its strong tradition of farmer managed irrigation systems (FMIS). The FMIS Trust recognizes one WUA each year on the basis of its excellence. The FMIS Trust is committed to sharing best practices and promoting dialogue with the national and international irrigation community. This paper includes details of a training workshop on Water Conservation, and a description of the award winning Bhutlung WUA, which controls an irrigation system covering 173 ha in Eastern Nepal.

Beaulieu, Denise. Participatory Management and Monitoring by Water Users' Associations, Key Success Factors and Options. INPIM, 1999. 11 pages.

Background paper for the Fifth International Seminar on Participatory Irrigation Management. The paper addresses issues related to the viability of Water Users Associations and their involvement in monitoring the impacts of irrigation management reform. Reviews some basic concepts of community participation, highlights characteristics of successful users' organizations, and presents steps to be undertaken to foster the long-term viability of WUA's and for their implication in monitoring and evaluating the impacts of reform.

Fona, Antoneta (1999), The Evaluation of WUA Performance. Ministry of Agriculture and Food, Irrigation Rehabilitaion Project, Project Management Unit, Albania. (8 pages)

Results of a survey of WUAs in Albania conducted in April 1998 with support of World Bank Technical Assistance. The survey aims to assess overall WUA performance based on institutional strength, management performance, maintenance, and fee collection. The survey form is included as an appendix.

Gupta, Deepak and Srivastava, L.P. (1999), Status of Participatory Irrigation Management in India: A Documentary Critique . Institute of Social Sciences, New Delhi, India. (282 pages)

Summary of important material on PIM. Documents field experiences in South Asia and four developing countries that are implementing PIM. Bibliography lists literature from several international conferences. Includes bibliography.

Hooja,Rakesh (2000). Participation in Drainage vis-à-vis Participatory Irrigation and Drainage Management. New Delhi, India (22 pages)

Keynote address delivered by the President of IndiaNPIM, Rakesh Hooja, at the session on Socio-economic, Managerial, and Participatory Aspects of Drainage (3 February 2000) at the 8th International Commission on Irrigation and Drainage (ICID) Drainage Workshop in New Delhi from 31 January - 4 February 2000. Mr. Hooja provides an overview of participatory drainage in India, issues recommendations for expanding the participatory approach, and proposes details on how to do so. Includes bibliography.

Joshi, L.K. ed. (1999), Irrigation in India, Need for a Paradigm Shift. CD-ROM.

Developed by IndiaNPIM, this multi-media presentation includes video, audio, and many images. Intended for irrigation professionals as well as non-specialists, the presentation first introduces the basics of irrigated agriculture. It moves on to some of the problems faced by irrigation, and presents PIM as a solution to some of these problems. This is an example of the kind of material that can be developed by National Chapters for training and to disseminate information on PIM.

Langford, K. John, Forster, Christine L., Malcolm, Duncan M. (1999), Toward a Financially Sustainable Irrigation System, Lessons from the State of Victoria, 1984-1994. World Bank, Washington, D.C. (95 pages)

World Bank Technical Paper in which the authors describe their experience in reforming the irrigation sector in Victoria, Australia. Transforming a government authority into a government corporation (semipublic business enterprise). Also of note is a description of community leadership in development of salinity mitigation plans.

Lashari, Bakshal et al., (1999), Improving Equity of Water Distribution: the Challenge for Farmer Organizations in Sindh under the National Drainage Program. Paper presented at the Fifth International Seminar on Participatory Irrigation Management, Hyderabad, India, Dec 14-21, 1999. (11 pages)

A major objective of the Pilot Project for Farmer-Managed Irrigation in Sindh Province of Pakistan has been to help Farmer Organizations achieve greater equity of water distribution. This study looks at water sharing mechanisms among water users who have been given full responsibility to for both operations and maintenance. External equity issues look at water allocation and delivery between different distributaries. Internal equity issues look at how water is shared between watercourses along a canal. The authors share the hope that farmers will be able to develop concepts of equity that reflect their views of rather than having a standardized view of equity imposed upon them by outside authorities.

Oblitas,Keith and Peter, J. Raymond (1999). Transferring Irrigation Management to Farmers in Andhra Pradesh, India. World Bank, Washington, D.C. (176 pages)

World Bank Technical Paper on the major irrigation reform in AP, written from an ``implementer's perspective, by Government of Andhra Pradesh and World Bank Staff associated with the program. The paper seeks to track the reform process, highlight key features that have facilitated steps towards reform, and consider both immediate and longer-term actions to support the future sustainability of AP's irrigation sector."

Peter, J. Raymond ed. (1999), Participatory Irrigation Management, a Handbook for Farmer's Organizations and Field Functionaries. Institute of Resource Development and Social Management (IRDAS), Hyderabad, and Water and Land Management Training and Research Institute (WALAMTARI), Hyderabad. (220 pages)

Profusely illustrated handbook written in English and Telugu intended to provide information to farmer's organizations and field functionaries to enable them to effectively ensure their involvement in PIM.

Rahman, Md. Moshiur (1999), Small Scale Water and Land Resources Development and Management through People's Participation. Small Scale Water Resources Development Sector Project (SSWRDSP), Local Government Engineering Department (LGED), Bangladesh. (12 pages)

Paper for the Fifth International Seminar on PIM, deals with "an innovative approach to water resource development and management . . . [which] puts much emphasis on people's participation and focuses on small and marginal farmers."

Rahman, M.K. (1999), Farmer's Participation - Successful Stories in Andhra Pradesh. Hyderabad, Andhra Pradesh, India. (28 pages)

Paper presented at the Researcher's Conference, "The Long Road to Commitment, A Socio-Political Perspective on Irrigation Reform." Case study of 3 irrigation projects, describing the effect of farmer participation on operation and maintenance works completed, finances, yield, and irrigated area."

Rahman M. K. (1999), Operation and Maintenance of Irrigation Projects in Andhra Pradesh, India. Hyderabad, India. (18 pages)

Written by a superintending engineer in AP, and life member of INPIM. Includes detailed information on the regular O& M activities as well as "rehabilitation" or "modernization," and the role a Water User's Association can play in financing O&M activities.

Ramos Valdés, Cesar, et al. (1999), Users in Modernization of Mexico's Irrigation Districts (Les Usagers dans la Modernisation des Périmètres Irrigués au Mexique) . International Commission on Irrigation and Drainage. (8 pages)

Paper presented at the Seventeenth Congress of the International Commission on Irrigation and Drainage. Since the beginning of transfer in 1989, the National Water Commission (NCA) has initiated broad programs of rehabilitation, modernization, and on-farm improvement to consolidate the transference and continue with modernization. These programs, which are partly financed by water users, have led to increased crop yield and water productivity, the authors conclude. English and French.

Aimed at throwing light on the existing role and status of women in irrigation management in Andhra Pradesh, and exploring the opportunities for increasing women's participation in the WUA's and the PIM program.

Siegers,Petra (1999), The Legal Framework for the Establishment and Operation of Irrigation Syndicates in Bulgaria. World Bank, Washington, D.C. (36 pages)

Analysis of the current legal framework governing the irrigation sub-sector in Bulgaria, identifies scope for improvement, using model legislation from France, England, Germany, Netherlands, Spain, and the United States. Prepared by an international legal consultant for the World Bank Project Preparation Team.

Memorandum to the Government of AP identifying key issues related to irrigation reform and the implementation of PIM in AP. The author makes suggestions for monitoring and evaluation of the reforms by the government. Comments are based on the authors' observations from field visits, reports reviewed, and discussions held in the INPIM Seminar about the PIM program in Andhra Pradesh. This document contains a number of suggested indicators for measuring the process, outcomes, and impacts of irrigation reform, many of which will be valuable to those designing or implementing an M&E program elsewhere.

These guidelines have been written to assist policy-makers, planners, technical experts, farmers' representatives and others involved in irrigation management transfer (IMT) to design and implement a comprehensive and sustainable reform. The paper distills lessons from research and experiences in IMT around the world and transforms them into guidelines that are meant as resource material rather than recipes for direct implementation. Topics are divided into four stages: mobilization of support, strategic planning, resolution of key policy issues, and planning and implementation. The annexes contain a list of selected reading material. Published in collaboration with IWMI and GTZ.
