"Sustainable Water User Associations: Lessons from a Literature Review" by R. Meinzen-Dick, M. Mendoza, L. Sadoulet, G. Abiad-Shields, and A. Subramanian. This 91-page report by the World Bank and the International Food Policy Research Institute provides an excellent and up-to-date (as of 1994) overview of a great deal of hard-to-find information. The bibliography is 17 pages long and makes interesting reading in itself. The report follows a logical framework to organize the relevant literature by the following sub-topics: (1) the Need for WUAs, (2) Internal Structure for Effective WUAs, (3) External Conditions for Sustainable WUAs, and (4) Structure for WUA-agency Interaction.
"Irrigation Management Transfer in Mexico: Process and Progress," by C. Gorriz, A. Subramanian, and J. Simas (1995). This is the only comprehensive report in English that reviews the transfer process in Mexico. The report is detailed enough to convey key lessons but brief enough (40 pages without annexes) to hold the reader's interest, even for those unfamiliar with Mexico.
"Proceedings of the International Seminar on Participatory Irrigation Management," by C. Gorriz and D. Groenfeldt. Summaries of each session provide an overview of Mexico's transfer process along with a sense of the lively discussion that marked the seminar. The indicative PIM action plans from each country delegation are included as annexes.
