Workshop on "PIM - Pathways for Progress in Vietnam"
Participatory Irrigation Management (PIM) has been introduced in pilot operational models in Viet Nam since the early 1990s, notably under the ADB-funded “Irrigation and Flood Protection Rehabilitation Project (IFPRP)”. The Viet Nam PIM Network was established under the Ministry of Agriculture and Rural Development (MARD) in 1996.
As in many countries with substantial areas of irrigated agriculture, PIM has been recognized as a potentially efficient and effective irrigation management approach in Viet Nam. However, despite encouraging pilot project outcomes, the PIM strategy has not been widely embraced and implemented by the provinces and their irrigation companies (IMCs). To promote agricultural development and in view of the launch of major ADB and World Bank-financed irrigation sector projects (Second Red River Basin Sector Project, Phuoc Hoa Water Resources Project, Central Region Water Resources Project, VWRAP), it is important to define a viable approach to operationalizing PIM and to define a “roadmap for implementation” involving all levels of government from central to provincial and the water user organizations.
Workshop Objectives

To present MARD’s framework PIM strategy and action;

To share regional/international PIM experience;

To present and share the outcomes of the special evaluation studies 2003 in Viet Nam derived from PIM Pilots, with emphasis on identifying main constraints for operationalizing PIM as perceived by the provinces/IMCs;

To develop a “Roadmap”/Action Plan for operationalizing PIM under current and proposed water sector projects.
Participants
The workshop will include policy-makers, leaders and managers/members of water user organizations from national and provincial levels; regional representatives from Mekong Region including Cambodia, Lao PDR, Thailand and China; Viet Nam based NGO representatives; INPIM representatives; ADB; WB; and DANIDA.
Total number of participants will be 95 - 100.
A participatory workshop approach will be followed with working groups and plenary sessions. Five groups will be formed by Vietnamese members and one regional/international group with all regional/international participants are anticipated.
Sponsorship The workshop is beingco-financed by ADB, WB and Danida and Organized by the Ministryof Agriculture and Rural Development of Vietnam with the assistance of ADB funded consultants.
