INPIM’s Third International Capacity Building Program on Participatory Irrigation Management, 21 – 30 October 2007, Izmir, Turkey

 

Program Description

The Third International Capacity Building Program (ICBP) on Participatory Irrigation Management will be held in Izmir, Turkey from 21 – 30 October 2007. The ICBP is being organized by the International Network on Participatory Irrigation Management (INPIM) in collaboration with INPIM Turkey Chapter, State Hydraulic Works (DSI), Turkey and the World Bank Institute (WBI). The 10-day course will be held at the DSI’s Gumulder Training Centre, located in South of Izmir, 40 km from Izmir Airport. The course is aimed at faculty of training institutes or consultants, WUA Managers, Policy makers, System managers, and NGOs or Government/Irrigation Agency staff and those who are engaged in WUA capacity-building and implementing PIM programs in their countries. The language of the course will be English. The purpose of the course is to improve the effectiveness and sustainability of WUAs, and at the policy level to support and strengthen the implementation of national PIM programs. Besides offering the opportunity to review state-of-the-art thinking on irrigation reforms, this international CBP offers the opportunity for networking with irrigation professionals from around the world. The program includes 2 and a half day of field visits to 4 WUAs and interactions with WUA managers, farmers, stakeholders and staff of the WUAs in Turkey.

 

Objectives

1.     To learn from international experience where PIM is being promoted

2.     Focus substantively on the different dimensions of water users associations

3.     Capacity building for the sustainability of water users associations

4.     Networking among participants; learning from the experience of Turkey and learning from each other through country experiences

Language

The course materials will be in English, and most of the formal presentations will also be in English. Translation will be provided from Turkish to English where required.

Course Venue

The programme will be held at DSI’s Gumulder Training Centre in the beautiful town of Gumulder, located in the South of Izmir, 40 Km from Izmir Airport. Gumulder is a small town with the population of 8700, located on the Aegean Sea Coast. The town is close to many famous historical places. The training centre is equipped with all facilities and has excellent accommodation arrangement for the participants. 

Admission Requirements

The course will be limited to 50 participants who would fall under three main categories: (1) managers of water user organizations, (2) senior government agency staff responsible for implementing PIM, and (3) faculty and staff of irrigation management training institutes or NGOs who would develop their own PIM training programs in their countries. Preference will be given to country teams of 3 persons representing a mix of both categories and who have strong practical and professional experience.

Registration Fee, Payment, and Travel

INPIM offers a pre-arranged package including course registration fee, meals, lodging, local transportation, and field visits at US$ 2,500 payable to INPIM. Participants shall be responsible for their travel to Izmir and back to their countries. Participants will be issued a letter of invitation addressed to the Embassy of Turkey in their respective countries. As issuance of visa usually takes time, you are requested to ensure that you process for your visa well in advance to avoid last minute disappointments. Participants wishing to arrive before, or stay after, the above mentioned dates and times should arrange for accommodations at their own expense.

Payment of the program fee can be made through a bank/wire transfer directly to INPIM's bank account. The information required to make a wire transfer will be made available upon request by email to ihussain@inpim.org or znaseer@inpim.org.

IndiaNPIM’s All India WUAs Convention, 17-19 December 2007, Hyderabad, India

Introduction

Development of water resources for providing irrigation to large extents is given high priority in all states in the country and huge investments are made each year for construction of new major and medium irrigation projects. It is estimated that around rupees fifty thousand to one lakh and even more are spent for creating irrigation potential for one hectare.

However, under many large irrigation systems has shown that actual irrigation utilization has been much below the irrigation potential created. The overall irrigation efficiency under most of the irrigation systems is reported to be around 30 to 35 per cent. The productivity levels have also been much below the potential.

Experience has shown that active involvement of water users particularly farmers along with irrigation project authorities can improve the situation and ensure irrigation to all the farmers within a chak under each minor. It will also help in better maintenance of the distribution system and improve productivity.

Promotion of participatory irrigation management (PIM) under various irrigation systems through creation of water users associations (WUAs) is now actively pursued in various states, for taking over management of the irrigation system within its operational area, maintain and operate the system, so that the irrigation waters are provided to all the farmers in its area in a dependable and equitable way and the overall irrigation use efficiency is improved, productivity is increased and social justice is achieved. For facilitating the working of WUA state governments have enacted suitable legislation. Capacity building of the WUAs to make them competent enough to manage and operate the system is also taken up. Financial support also is made available to WUAs by way of providing specific grants, sharing of water taxes, etc.

It is almost one decade since the programs for propagating PIM are initiated each state has been promoting PIM suited to local conditions and requirements. The main question that looms large is sustainability of the WUAs.

For this, the only way is to continuously learn from the field experience and improve the functioning in overcoming the various bottlenecks.

There is considerable scope to learn and improve the operational process of PIM and in the functioning of the WUA. Different states have different experience in the implementation of PIM activities. Interaction between the farmers, WUAs, and field officers from different states can be an effective tool in this direction.

Convention Plan

To provide a platform for such mutual consultation and exchange of experiences, a National Level Convention of WUAs is planned to be organized at Hyderabad the second in series. The first one was held in 2002 at Vijaywada, Andhra Pradesh.

The IndiaNPIM, a National level organization, in collaboration with Institute of Resource Development and Social Management (IRDAS), and others is organizing a 3-day, All India WUA Convention on 17, 18, & 19th December 2007 at Hyderabad.

The topics for discussions are planned on five (5) themes as follows:

1.     Legislation and legal support

2.     Water management – water distribution including volumetric supplies

3.     Maintenance of the system and raising of finances including water tax collection and sharing it with government

4.     Improving productivity; and

5.     Sustainability of WUAs and PIM

 

Delegates for Convention

From each state about 6 WUA Presidents / Farmers will be invited as delegates. Officers of the concerned departments are also welcome to attend the convention.

The location of Venue, for the convention at Hyderabad will be communicated, separately.

Program

The program will consist of presentations of experiences by different WUA Presidents or their representatives, which will be open for discussions. Field visits for one day to a project area will be organized. The following will be the tentative schedule:

Experts’ Consultation Meeting on the Asian Water and Development Outlook

 

Background

In March 2007, ADB approved a $1 million grant to support the Asia-Pacific Water Forum (APWF), particularly in organizing the first Asia-Pacific Water Summit in December. The grant also commissioned the Asian Water and Development Outlook (AWDO), ADB’s new publication that will serve as investment decision making guide for top-level leaders and policy makers.

The AWDO will

Ø      Showcase good practices and water champions, demonstrating how these helped overcome challenges and issues that confronted the water sector

Ø      Help leaders and decision makers to understand better water sector performance and water sector issues in their respective country situations

Ø      Address both current and future trends in water management practices

An AWDO Team, guided by 2006 Stockholm Water Prize Laureate Professor Asit Biswas and supported by a panel of eminent resource persons, has been constituted to prepare the AWDO. Since its inception meeting in April, the team has conducted several meetings to brainstorm on the AWDO’s objectives, key messages, and the broad contents.

This consultation meeting gathered water experts from the Asia-Pacific to discuss and debate on the draft of the AWDO report.

 

Objectives

The meeting aimed to

Ø      showcase the performance of each country with respect to water

Ø      generate discussion among participants on issues highlighted in the draft AWDO

Ø       use these learnings as a basis to determine whether the key messages in the AWDO have covered all water sector issues in the Asia-Pacific region

 

The meeting was organized by the Asian Development Bank and at the Water Hub in Singapore. About 40 government officials from the water sector, partner APWF lead institutions, water experts, and water champions attended the meeting.

PIDA Establishes Monitoring and Evaluation Cell for Monitoring of FOs

 

PIDA (Punjab Irrigation & Drainage Authority) has established an independent cell at Area Water Board, Lower Chenab (East) for the monitoring and evaluation of FOs performance. The cell has started its functioning and activities of M&E are being carried out regularly in this regard.

 

During the month of July, monitoring and evaluation team visited the offices of FOs Bhalak, Buchiana, Padhyara, Talyara, Kamalya and Khanuana distributaries. During these inspection visits, the team checked the revenue record, account record and general record of FOs consisting minutes of meetings, complaints register, abiana bill delivery system etc.

 

The monitoring staff pointed out that these FOs are taking part in water distribution affairs of their distributaries however, there are still some lackings in their functioning. The staff found that the FO Bhalak distributary has not maintained the technical record while all the rest of the record was available and properly maintained. The FO Buchiana has its all sorts of record available in the office but the complaint register and gauge register were not properly maintained. The staff observed that the office record of FO was available but it was incomplete. The monitoring and evaluation staff expressed the satisfaction regarding the functioning and record maintaining of FO Kamalia because the FO presented all sorts of record in front of staff which was complete and properly maintained. PIDA management has appreciated the FO Kamalia for its commitment towards Participatory Irrigation Management.

 

The monitoring and evaluation staff also checked the water level of distributaries of such FOs which remained under monitoring during the month.

 

In the light of findings of FOs monitoring, the Manager M&E, AWB LCC (E) Mr. Manzoor Ahmad Siddiqi recommended that the Capacity Building of FOs’ technical staff is inevitable on immediate basis. He also reported that the role of Standing Committees constituted under FO rules for better functioning is very important so that Institutional Support & Coordination Staff should be assigned the target to enhance the role of these committees.
