1. SPECIAL ANNOUNCEMENT: INPIM Seventh International Seminar in full swing and accepting registrations and abstracts
INPIM's Seventh International Seminar on Participatory Irrigation Management, entitled "Enabling Sustainable Water User Associations" is accepting registrations and abstracts. The seminar, sponsored by the Ministry of Agriculture, Albania and the World Bank is being organized by INPIM and the Project Management Unit, Albania. It will be held in Tirana, Albania from June 13-18, 2004. Papers and posters are invited on project or country case studies, conceptual issues, or methodological issues relating to enabling the sustainability of Water User Associations. Paper abstracts and poster proposals should be submitted to INPIM as soon as possible and no later than Friday, April 30, 2004. Abstracts must be submitted in the following format:
Length: no longer than 1 letter size (8 ½ inches by 11 inches) page;
Font: Times New Roman, 12 point;
Margins: 1 inch around the entire page.
Papers accepted for presentation must be submitted by email by May 14, 2004. Papers must be submitted in the following format:
Length: no longer than 10 letter size (8 ½ inches by 11 inches) pages;
Font: Times New Roman, 12 point;

2. INPIM is moving!
Within the next two weeks, INPIM will relocate to a new address of 333 and 1/2 Pennsylvania Avenue; third floor. All else will remain the same. It is possible that we will have our phone lines interrupted for a short time so please bear with us during this change.

3. Workshop on "PIM - Pathways for Progress in Vietnam"
"Pathways for Progress in Vietnam", currently taking place (http://www.inpim.org/leftlinks/News/News_Item2004-03-19.1448) will define a viable approach to operationalizing PIM and develop a road map for its' implementation in Vietnam. Participatory Irrigation Management (PIM) has been introduced in pilot operational models in Viet Nam since the early 1990s. As in many countries with substantial areas of irrigated agriculture, PIM has been recognized as a potentially efficient and effective irrigation management approach in Viet Nam. However, despite encouraging pilot project outcomes, the PIM strategy has not been widely embraced and implemented by the provinces and their irrigation companies (IMCs). To promote agricultural development and in view of the launch of major ADB and World Bank-financed irrigation sector projects (Second Red River Basin Sector Project, Phuoc Hoa Water Resources Project, Central Region Water Resources Project, VWRAP), it is important to define a viable approach to operationalizing PIM and to define a "roadmap for implementation" involving all levels of government from central to provincial and the water user organizations. Workshop Objectives are: 1) To present MARD’s framework PIM strategy and action; 2) To share regional/international PIM experience; 3) To present and share the outcomes of the special evaluation studies 2003 in Viet Nam derived from PIM Pilots, with emphasis on identifying main constraints for operationalizing PIM as perceived by the provinces/IMCs; and 4) To develop a "Roadmap"/Action Plan for operationalizing PIM under current and proposed water sector projects. The workshop will include policy-makers, leaders and managers/members of water user organizations from national and provincial levels; regional representatives from Mekong Region including Cambodia, Lao PDR, Thailand and China; Viet Nam based NGO representatives; INPIM representatives; ADB; WB; and DANIDA.

4. IndianPIM, the India Chapter of INPIM launches its new website
IndiaNPIM is a premier National Level NGO working towards Irrigation Sector Reforms in India, through efforts outside of Government, but working closely with Government and influencing and supporting the appropriate policy decisions. One of its main objectives is to promote the concept of Participatory Irrigation Management, not only in the installed large irrigation systems but also in minor and medium irrigations systems as well as tank and ground water irrigation systems. IndiaNPIM approach has been promote PIM in India through the strengthening and promotion of farmer organisation for better management of irrigation systems and by helping to bring about appropriate policy changes. The objective of the organisations are: 1) To facilitate and promote Participatory Irrigation Management in India; 2) To network between the various actors in the irrigation sector in India for better water management; and 3) To advocate and lobby for enabling policy reforms and initiatives for a sustainable pro-poor water policy. The main activities of IndiaNPIM are in the area of policy advocacy, training, research, seminar and workshops, documentation and information dissemination.

5. IWMI launches first region-wide research project to combat drought and water scarcity in South West Asia
The International Water Management Institute (IWMI) has launched an ambitious research project that aims to unite the scientific community and civil society organizations across India, Pakistan and Afghanistan in a common effort to find ways of mitigating the effects of the recurrent droughts that devastate the region.
A new web site launched today by IWMI is intended to be a portal for drought-related studies, news and information on the South West Asia region and a meeting place for scientists, managers and policy makers dealing with different aspects of droughts.
IWMI is actively encouraging individuals and organizations to share drought related information that could be relevant to the research project. Organizations wishing to be registered as part of the regional resources directory, please supply us with the contact details and a brief (3-5 lines) description of your activities/expertise. This information may also be used to develop a regional community of practice, discussion groups and an e-mail list, to which regular updates of drought related initiatives may be sent. 6. UN Marks World Water Day 2004 on March 22
The theme of this year's World Water Day was "Water and Disasters". A roundtable discussion included topics on "environmental Risk, Economics and Development" and "The Importance of Water in Climate Variability and Climate Change". 7. Farmer Managed Irrigation Systems Promotion Trust, Kathmandu Nepal; September 9-10, 2004
The Third international Seminar on Farmer Managed Irrigation Systems and Governance Alternatives will take place in Kathmandu, Nepal from September 9-10, 2004. The objective of the seminar is to share and disseminate the knowledge and experience about Farmer Managed Irrigation Systems (FMIS) and the opportunities of governance alternatives offered by them. Irrigated agriculture is one of the main guarantors of food security and is the predominant user of fresh water. To achieve both food security and sustainable use of increasingly scarce water, it is critical to govern irrigated agriculture well. Irrigation governance has two common forms: agency-centered and farmer-centered. Each has been in practice for a long time and each provides many lessons. Since FMIS is widely practiced and its key feature is the involvement of members in decision-making, it can provide useful lessons especially with regard to the increased scarcity of fresh water; a phenomenon characterized by competition and conflict. 8. Integrated Water Resources Management in Central America; San José, Costa Rica; May 24 - 28, 2004
The World Bank Institute (WBI), the Inter-American Development Bank (IADB), and the Netherlands Water Partnership Program (operating in both institutions) are pleased to announce a course on Integrated Water Resources Management (IWRM) in Central America for mid-level government officials, planning and technical staff, and the Banks’ staff from May 24 - 28, 2004 in San José, Costa Rica. Integrated Water Resources Management provides an opportunity for policy-makers, water managers, operators, and water-users to directly address the challenges of sustainable development and manage water resources comprehensively and effectively. This four-day course on IWRM examines the opportunities and challenges associated with the use and management of water resources within the context of a country/region’s economic, social, and environmental development objectives. This course provides an introduction to IWRM concepts and practices specifically relevant to Central America. The course also includes sessions focusing on the political economy of water reform, legal, regulatory, policy, and institutional dimensions of IWRM, and topics directly addressing regional priorities, such as water administration, water markets, groundwater management, and watershed protection. Conducted primarily in Spanish, the course targets participants from Central America and integrates formal lectures with case studies, glo bal experiences, and group exercises, enabling participants to apply what they have learned to concrete situations. 9. Capacity Builidng Program for PIM, Turkey, September 2004
A Capacity Building program on PIM for WUA and Irrigation District Managers is scheduled to be held in Turkey during September, 2004 INPIM in colloboration with DSI, Turkey will be shortly launching an advanced capacity building program on PIM. The training program is aimed at WUA Managers and Irrigation District Manager. Unlike earlier programs, this program, aims at giving hands on expereince in the day to day functioning of the WUAs. The course will include theoretical and practical inputs with a number of visits to the field and interation with WUA presidents of Turkey. 10. ICID-FAO International Workshop on Water Harvesting and Sustainable Agriculture, 7 September 2004, Moscow
The main objective of the workshop are to exchange experiences gained in different countries and environments on planning, design, implementation and evaluation of water harvesting systems for sustainable crop production. The focus of the workshop is on runoff farming systems (including on-farm micro-catchment water harvesting systems, macro-catchment water harvesting systems and floodwater harvesting systems).
It is hoped that the outcome of the workshop will provide a suitable foundation to embark on the preparation of comprehensive policy and strategy guidelines on water harvesting.

ICID Special Session on Treated Wastewater re-use in Irrigated Agriculture: the water chain approach, 9 September 2004, Moscow This year's International Conference on Irrigation and Drainage (ICID) will feature a Special Session on treated wastewater re-use in agriculture. The aim of this meeting will be to provide an array of issues related to wastewater applications in agriculture and its implications on livelihood, farm and watershed management, as well as pricing and cost recovery of wastewater.
