Participatory Irrigation Management (PIM) Expert
Development Alternatives, Inc. (DAI) is an international consulting firm that implements projects worldwide in rural and agricultural development, natural resource management, credit and banking, private sector development, institutional development and information systems.
Development Specialist/ PIM Expert: DAI's Environment and Natural Resources Group (ENR) is recruiting for a home-office position to support and expand its work with water management for agricultural development in Central Asia, South Asia and the Middle East, including work with water users' associations for irrigation system administration, operations and maintenance. The specialist should have successful overseas project experience with farmers for operation and maintenance of irrigation systems, as well as experience with broader technical skills.
Responsibilities: The Development Specialist will work with members of the ENR Group to support ongoing projects and to develop new business opportunities for DAI.
With regard to ongoing field projects, he/she will:
" Assist ENR to expand its practice in participatory irrigation management;
" Undertake short-term technical assignments providing expertise in irrigation management and related fields, typically ranging from one to six weeks, resulting in high quality reports and technical assistance to DAI projects;
" Monitor and provide technical backstopping and administrative oversight to ongoing field projects; and
" Document innovative approaches, lessons learned and best practices for wider dissemination;
With regard to developing new business opportunities for DAI, he/she will:
" Help identify specific opportunities, develop marketing strategies and participate in efforts to expand DAI's work with participatory irrigation management;
" Help to identify and recruit qualified professionals to staff short and long-term positions, including interviewing outstanding candidates for long-term positions; and
" Contribute to proposals, including both technical proposals and budgets.
Qualifications:
ENR is seeking a candidate who has had successful experiences in managing and implementing irrigation projects or programs that have increased agricultural production and farmers' incomes in developing countries. Specific qualifications include:
" M.A. degree in agricultural science, civil engineering, or social science related to irrigation, Ph.D. preferred;" Minimum of 7 years successful professional experience in irrigation management, including experience overseas on development projects;" Strong writing skills and prior use of quantitative skills and methods in professional work; and " Fluency in English, with proficiency in one or more additional languages.
Experience in the following areas strongly preferred:
" Experience in Central Asia, South Asia, or the Middle East; Working experience with donor agencies, especially USAID and the World Bank; and" Complementary technical skills in such areas as agriculture, agribusiness, coastal or water management, geographic information systems, software for water management, economic analysis or irrigation infrastructure design. Remuneration: Level of responsibility and salary commensurate with background and experience.
