INPIM’s Second International Capacity Building Program held successfully in Izmir/ Turkey

 

Participants from 11 countries (Afghanistan, Albania, India, Indonesia, Pakistan, Philippines, Uzbekistan, USA, Yemen, Tunisia and Turkey) attended the INPIM’s 2nd International Capacity Building Program (ICBP) during 18-29 June 2006 in Izmir/ Turkey. The program was organized by INPIM in collaboration with the Turkish State Hydraulic Works (DSI) department and International Agrohydrology Research and Training Center (THAEM), Menemen, near the picturesque city of Izmir. The participants included policy makers, planners, managers, implementers and practitioners, trainers, farmers and others involved in irrigation management reforms. This 12-day intensive training course involved a mix of lectures and presentations, group discussions and exercises, country experience sharing sessions and field visits.

 

 

The course covered 15 modules on a wide range of aspects of irrigation management/ reforms including policy, planning and legal aspects, intuitional and management aspects, communication and organizational aspects, technical and financial aspects, gender, poverty and environmental aspects at various levels from micro/ watercourse to the macro/ watershed levels. A number of internationally renowned resource persons shared their global experiences in irrigation management with the participants. These were enriched with enlightening presentations on reforms in Turkey, delivered by distinguished speakers from O&M department of DSI. The participants greatly appreciated a 2-day field visit to 3 WUAs (Menemen Left Bank Irrigation Association, Menemen Right Bank Irrigation Association and Alasehir Grape Irrigation Association) in the Gadez basin where they studied various aspects of the associations and their on-ground functioning. The International Agrohydrology Research and Training Center provided an excellent atmosphere and facilities for the international participants.

 

Training Manual

 

A comprehensive training manual was prepared for the INPIM’s 2nd Capacity Building Program. The manual consists of 15 modules, prepared by internationally renowned resource persons, covering various aspects of irrigation management, including policy, planning and legal aspects, intuitional and management aspects, communication and organizational aspects, technical and financial aspects, gender, poverty and environmental aspects at various levels from micro/ watercourse to the macro/ watershed levels. Afghanistan establishes its first ever WUA

 

The first ever WUA in Afghanistan, namely Enjil WUA was formed in April 2006 in Herat province. The Enjil WUA was established under the pilot project initiated in November 2004 with the aim of pilot testing and establishing water users associations in the country. The WUA covers around 4000 hectares of land irrigated from lateral 1 to 99 of the Enjil canal. The Enjil WUA is a legal entity and takes the form of a non-profit corporation. The main functions of the WUA include operation and maintenance of canal, collection of funds and maintaining accounts and dispute resolution. The objectives of the association are: (i) to promote and secure equitable distribution of water among its users; (ii) to provide efficient operation and maintenance of the irrigation system; (iii) to utilize water efficiently and economically to increase agricultural production; (iv) to protect the environment and take necessary measures for conservation of water  resources; and (v) to ensure participation of irrigators in the management of irrigation system, and ownership building ultimately leading to a system of local governance for irrigation management.

 

Enjil-WUA was established by the Chemonics International group with funding from USAID. Some of the key people behind the successful creation of this first ever WUA in Afghanistan included Mr. Muhammad Ibrahim Sultani (Chemonics staff), Mr. Besmellah (President of Enjil WUA) and Mr. Ghulam Daud (one of the members of Enjil WUA). These people attended INPIM’s Second International Capacity Building Program in Izmir and greatly benefited from the exposure to functioning of the WUAs in Turkey.
