1.                INPIM’s main Secretariat relocated to Islamabad, Pakistan

 

INPIM’s main secretariat has been recently relocated from Washington DC to Islamabad, Pakistan. The new office is located in Korang Town - a beautiful suburb of Islamabad Zone-V. Being situated on Islamabad highway, just around 6 kilometers from Islamabad International airport, the office is conveniently accessible to all national and international visitors.

 

 

Though of relatively smaller size, the office is well equipped with all facilities including independent desks/rooms for INPIM staff and its Ph.D. fellows, meeting rooms, library, parking space, guest house and lot more.

 

 

The new office is now fully operational for all its activities across countries/ regions worldwide. The secretariat is fully active in the upcoming events of Capacity Building program in Izmir-Turkey in June 2006, the 9th International Seminar being organized in Pakistan late this year and the 4th Asian Regional Conference and 10th International Seminar on PIM to be held in Tehran in May 2007. In addition to helping INPIM’s country chapters, and PIM related initiatives by government and non-governmental agencies and donors in various regions/countries, INPIM’s office will be helping in what may be called the New Millennium Mega Irrigation project being implemented in Pakistan that involves formation of over 86,000 local level Water Users Associations (WUAs) and broad irrigation sector reforms over the next four years (a featured article coming soon).

2.                Second INPIM Capacity Building Program June 18-29, 2006; Izmir/Menemen, Turkey

The International Network on Participatory Irrigation Management (INPIM) and the State Hydraulic Works, Turkey (DSI) are pleased to announce a 12-day International Capacity Building on Participatory Irrigation Management (PIM).  The course will be held at the International Agro Hydrology Institute Menemen, near the picturesque city of Izmir, Turkey from June 18-29, 2006.

 

The course is aimed at faculty of training institutes or consultants who are involved in WUA capacity-building, WUA managers, policy makers, and NGOs or Government/Irrigation Agency staff who work with WUAs.  The language of the course will be English.  The purpose of the course is to improve the effectiveness and sustainability of WUAs, and at the policy level to support and strengthen the implementation of national PIM programs.

PLEASE NOTE: Registration is limited to 45 on a first come basis.  Therefore, registrations must be made as early as possible to avoid disappointment.

 

DESCRIPTION

The course is aimed at senior faculty of training institutes, WUA Managers Policy makers, system managers, and NGO leaders who are actively engaged in implementing PIM programs in their countries. The purpose of the course is to improve the effectiveness and sustainability of WUAs, and at the policy level, supporting and strengthening the implementation of national PIM programs

 

Background:  Dramatic changes have taken place in the irrigation sector during the past two decades.  Farmers organized into Water User Organizations have replaced government agencies in managing the lower sections of large irrigation networks and in many cases managing entire systems.  This transformation of management from government to users has brought many benefits including improved management; lower overall management costs, and the empowerment of local people that has multiplier effects in community building and quality of life.  Yet these new potentials and responsibilities also need to be supported through training and capacity-building not only at the level of Policy Makers and irrigation staff, but also at the level of WUO Managers.  The present course attempts to address the issue of capacity building at these two levels through providing inputs in key areas, exchange of experiences among participants to widen the scope and vision of the different actors in reform. 

 

Goal:  The Capacity Building Program in Participatory Irrigation Management and Irrigation Reform (CBP) seeks to improve the capacity of those working in the field of irrigation management to use participatory management methods as a part of irrigation reform. 

 

The program aims to train up to 45 participants from among irrigation managers, practitioners, policy makers and trainers involved in national programs, through a 12-day intensive course which will include lectures, group exercises, discussions and field visits.

 

Course Venue: The course will be held at the Agrohydrology Research and Training Centre in Menemen, 18 km from the port city of Izmir.  Izmir is well connected by air to Frankfurt and Istanbul.  The Centre's facilities are built to international standards providing a very comfortable learning environment with the following amenities

     - 232 seated conference hall with three language simultaneous interpreting,

     - audio-visual systems for presentation,

     - library, information system for on-line bibliographic research,

     - two lecture rooms,

     - three seminar rooms,

     - hotel accommodation with 94 air-conditioned bedrooms,

     - 200 seated restaurant, health care centre and mosque,

     - swimming pool, tennis court, games room, billiards, table-tennis, bar, TV room.

 

Language: The course materials will be in English, and most of the formal presentations will also be in English. Simultaneous translation will be provided in Turkish and English where required.

 

Admission Requirements: The course will be limited to 45 participants who would fall under three main categories: (1) managers of water user organizations, (2) senior government agency staff responsible for implementing PIM, and (2) faculty and staff of irrigation management training institutes or NGOs who would develop their own PIM training programs in their countries. Preference will be given to country teams of 3 persons representing a mix of both categories, and who have strong practical and professional experience.

 

Registration Fee, Payment, and Travel: INPIM offers a pre-arranged package including all course registration, meals, lodging, local transportation, and field visits at US $2,400 payable to INPIM by wire transfer only.  Participants shall be responsible for their travel to Izmir and back to their countries.  Participants will be issued a letter of invitation addressed to the Embassy of Turkey in their respective countries.  As issuance visa usually takes time, you are requested to ensure that you process for your visa well in advance to avoid last minute disappointments.

 

3.      4h Asian Regional Conference & 10th International Seminar on PIM May 2-5, 2007; Tehran, Iran (Deadline for abstracts extended to May 15, 2006)

The Iranian National Committee on Irrigation and Drainage (IRNCID), host of the 4th Asian Regional Conference & 10th International Seminar on PIM has decided to extend the Submission of Abstracts Deadline to May 15, 2006.  We are confident this Conference will be a great opportunity for all concerned scientists, engineers, specialists, and interested participants to exchange ideas and transfer technologies relevant to water users and PIM in the other countries of the world.  We invite all potential authors from other parts of the world, to come forward and contribute their valuable experiences to enrich the Proceedings of the Conference.

 

Accomplishing its mission, the International Commission on Irrigation and Drainage (ICID) sponsors different regional and international conferences which include workshops as one of its priorities. The 1st Asian Regional Conference (ARC) was held on the theme of "Agriculture, Water and Environment", in Seoul, Korea during September 2001. In March 2004, with the cooperation of the Australian National Commission on Irrigation and Drainage, the 2nd ARC was held on the theme of "Total Catchment Management" in Moama, Australia. The 3 rd ARC theme will be on "Transforming Irrigated Agriculture into an Efficient Engine of Growth" and will be held in Malaysia on September 10 - 17, 2006. And finally, the 4 th Asian Regional Conference and 10th International Seminar on Participatory Irrigation Management (PIM) shall be held in Tehran, Iran from May 2-5, 2007.

4.      Institutional Adaptation for Integrated Water Resources Management: An Effective Strategy for Managing Asian River Basins (2006). Working Paper 108

This paper is based on a study of Asia’s water sector institutions. The main objective of this regional study was the development of a set of action plans for effective water management institutions in a number of selected Asian countries. The study concluded that there was no single best institutional model to satisfy all situations. Institutional requirements for water management vary depending on a number of environmental conditions, which are mainly determined by the stage of development of the country’s water sector. Institutions evolve depending on the water-related issues that the sector faces, as the water resources are gradually developed and utilized. Thus, effective water sector institutions are basically demand driven.

 

5.      Linking Poverty Reduction and Water Management (March 2006)
This report analyses links between water and poverty, and outlines the ways in which improvements to water management can advance the cause of poverty reduction. This paper has set out to do two things: to analyse the potential role of water management in poverty reduction and to identify actions through which this potential can be realised. As has been stressed, in MDG terms this relates to all the millennium goals and targets, not just target 10 (the water supply and sanitation target). Numerous case studies have been cited to show that actions that bring results are possible, and indeed are already being implemented in many places. The problems (what the World Bank calls the “gloomy arithmetic of water”) can at first glance seem daunting, even insurmountable, but it is hoped that the analysis set out here shows that effective and sustainable solutions are not only possible, in most cases they are a good investment. This is the core message: investing in water is not a drain on the national exchequer: it positively contributes to it.

 

 

6.      FAO Water Report 30 - Stakeholder-oriented valuation to support water resources management processes: Confronting concepts with local practice
Published by FAO in 2006 and jointly produced by FAO, IUCN and IWMI, Stakeholder-oriented valuation to support water resources management processes: Confronting concepts with local practice represents a different approach to the valuation of natural resources, one that considers how to support stakeholders in managing their water demands.

7.      Regional Conference on Water Financing: Addressing Financing Challenges through Good Governance

The Global Water Partnership Southeast Asia and the Philippine Water Partnership are organizing the conference with support from the Asian Development Bank on 30-31 May 2006. 8.      International Workshop on Global Irrigated Area Mapping

The primary goals of the GIAM International Workshop will be to gather a group of experts on global application of RS and GIS to present, discuss, and refine products and associated methodologies, with specific focus on mapping irrigated area; Disseminate GIAM products, data, methods, techniques, and protocols to a wide group of user's and experts and to define future work program to refine and improve products and methodologies.

 

 

9.      3rd International Symposium on Integrated Water Resources Management September 26-28, 2006, Bochum, Germany

The "3rd International Symposium on Integrated Water Resources Management" strives to provide a holistic view of Integrated Water Resource Management by facilitating the exchange and discussion of the diverse risks societies are facing, their underlying vulnerabilities, projected trends as well as measures for successful Integrated Water Resources Management that takes all stakeholders into consideration. The symposium will address the complex problems of water management with an interdisciplinary outlook, taking into account their hydrological, technical, environmental, as well as socio-economic aspects. All contributions should focus on the requirements for water management and hydrologic science and engineering to solve water-related problems.
