1. Dr. Intizar Hussain will become INPIM’s new Executive Director starting April 1, 2006
INPIM is very pleased to announce that Dr. Intizar Hussain will become the next Executive Director, to start his position on April 1, 2006. Dr. Hussain is presently a Senior Economist with the International Water Management Institute (IWMI), based in Sri Lanka.
Dr. Hussain has over 14 years of experience in research and development work on a wide range of issues, including socio-economic, agricultural and natural resources development and management issues. Specifically he has strong expertise and proven experience of successfully leading and managing international projects related to land and water resources management, land and water productivity improvements, rural-agricultural development policy analysis, rural poverty alleviation, pro-poor intervention strategies in agriculture, project planning and implementation, and impact assessment of rural-agricultural development interventions. He has gained his experience in projects in developed countries as well as in developing countries (Sri Lanka, Pakistan, India, Bangladesh, Indonesia, Thailand, China, Vietnam, Australia and USA).
By training, he is an Agricultural and Resource Economist with extensive experience of working in multi-disciplinary teams on rural, agricultural and natural resource development issues. Dr Hussain’s work has included identification, designing, implementation and supervision of multi-disciplinary research and development projects, international comparative case studies, participatory rural appraisals, participatory poverty assessments, data analysis and modeling, project planning, monitoring and evaluations, preparation of numerous publications and project reports, development of project proposals, and organization of international workshops, conferences, seminars and study meetings. He has led several teams, and has supervised as many as 60 field and office staff at one time. He has over 95 publications of international standard. Dr. Hussain has significant experience in administrative and financial aspects of project and program management. At IWMI, he has been leading project teams in eight Asian countries (Bangladesh, China, India, Indonesia, Nepal, Pakistan, Sri Lanka and Vietnam). Dr. Hussain has served at several panels, including staff recruitment, evaluation committees and academic competition panels. Prior to joining International Water Management Institute’s headquarters in Colombo, Sri Lanka, as a Senior Economist in September 1999, Dr. Hussain has been at Australian Bureau of Agricultural and Resource Economics (Australian Federal Public Service) as a Principal Research Officer and team leader.
Dr Hussain came from a rural-agricultural community in a developing district from Pakistan. He strongly believes that agricultural development, and improved distribution and management of land and water resources are fundamental to enhancing economic growth and improving livelihoods of the rural poor (please refer to his recent major multi-country work on ‘pro-poor intervention strategies in irrigated agriculture in Asia’ published by IWMI and ADB in May 2005). He has a very clear vision and mission, and has a strong commitment to improving the lives and livelihoods of the poor in developing countries. Dr Hussain has a lifetime commitment to do work that leads to improved management of land and water resources for alleviating rural poverty in the developing world.
2. Next INPIM Capacity Building Program to take place in Menemen, Turkey from June 18-29, 2005. The Capacity Building Program in Participatory Irrigation Management and Irrigation Reform (CBP) seeks to improve the capacity of those working in the field of irrigation management to help them use participatory irrigation management methods more effectively. The course will be conducted at the Agro-Hydrology Institute in Menenen, Turkey, 18 km from the port City of Izmir. More details will be forthcoming shortly.

4th Asian Regional Conference and 10th INPIM International Seminar. ICID, INPIM, World Bank, IWMI and the Iranian National Committee on Irrigation and Drainage (IRNCID) will host the 4th Asian Regional Conference & the 10th INPIM International Seminar in Tehran, Iran from 2-5 May, 2007. The subthemes are:
a. Review of Participatory Measures in Irrigation
i. Implemented and proposed processes (frameworks, methods and indices);
ii. Success stories on implemented projects.
b. Required Grounds and Facilities for PIM Formation
i. Organizational reforms
ii. Cultural, social and political grounds;
iii. Legal frameworks and norms.
c. Support System for PIM Sustainability
i. Policies and Strategies;
ii. Capacity Building, training and extension;
iii. Monitoring and evaluation

Ensuring Sustained Beneficial Outcomes for Water and Sanitation Programmes in the Developing World (2005; International Water and Sanitation Centre; Brian Mathew). The two objectives of this thesis are firstly to suggest approaches to achieve sustained beneficial outcomes from WATSAN, and secondly how to ‘scale up’ application of these approaches, so that they impact positively on the lives of the millions of people who live without safe water or adequate sanitation. To discover what these approaches are the literature is examined and practical lessons are drawn from two WATSAN programmes in East and Central Africa. The conclusions are presented in the form of a Charter for the Sustainable Development of WATSAN, with nine clauses suggested to guide project and programme managers around the issues that need to be taken into account in this most important of development sectors. Irrigation in Africa Survey Aquastat Figures 2005 (Water Report 29). AQUASTAT, FAO’s global information system on water and agriculture, was initiated in 1993 with a view to presenting a comprehensive picture of water resources and irrigation in developing countries and providing systematic, up-to-date and reliable information on water for agriculture and rural development. Water Report 29 presents the results of the most recent survey carried out in the 53 countries of Africa , and it analyses the changes that have occurred in the ten years since the first survey (Water Report 7). Following the AQUASTAT methodology, the survey relied as much as possible on country-based statistics and information. A general summary presents a synopsis on water resources development, irrigation and drainage in Africa . Regional Workshop on Participatory Irrigation Management (Gujarat, India; January 20-21, 2006) organized by the
Development Support Centre (DSC). This was the first ever initiative taken by an NGO to create a forum for learning and sharing in a well defined workshop on PIM different from what is usually organized by of Government, donors and many other academic institutions. The main agenda of the workshop were planned presentations on the working of PIM in 3 states of India: Andhra Pradesh, Madhya Pradesh and Gujarat based on the findings of about 50 sample WUAs (Water User’s Associations) in each state. Apart from other items on the agenda the following points were discussed; Criteria for assessing success of PIM, Viability of WUAs – Institutional, Financial and Technical, Equity in canal management---The tail enders issue in relation to PIM, Software Support to PIM etc. The workshop was attended by approximately 100 policy makers from the Central government and various States, well known NGOs, funding agencies promoting irrigation and Implementers from various state Irrigation Departments. Electronic Conference on Salinization: Extent of Salinization and Strategies for Salt-Affected Land Prevention and Rehabilitation (6 February -6 March 2006). The electronic conference on salinity issues aims to encourage learning and knowledge sharing. First, the conference will focus on how serious is the problem of salinization with respect to the extent and responses of the different stakeholders. Second, the methods in use to prevent and manage salinity problems around the world will be discussed. The conference is also an opportunity to differentiate primary and secondary salinization issues. Moreover, the electronic conference is an open, global space: To identify preventive and recovery technologies and strategies that have successfully been applied in the field; To highlight institutions working in the field of rehabilitation of saline soils; To remind the participants of the priority areas where research is needed, To identify areas where immediate actions are required; To discuss technology transfer opportunities between participants. The electronic conference might also serve as a forum through which problems and projects can be identified and linked with potential donors or institutions dealing with salinity issues. 8. Integrated Transboundary Water Resource Management Course (South Africa Mar. 6-17, 2006; Sweden May 29-June 2, 2006). The programme consists of 3 weeks scheduled training divided into two parts, a 2 week module in South Africa in March and a 1 week module in Sweden in May. In addition to the scheduled training participants will undertake an individual assignment starting 9 weeks before the programme starts and ending 3 months after the conclusion of the training programme, with an intermittent phase of 9 weeks. Invited countries in Africa, Asia, Latin America and Eastern Europe. Target group:The participants targeted should be decision makers, planners, specialists or managers representing 5 types of organisations: Relevant Ministries and Government departments involved in transboundary water resource management processes, International water commissions and regional cooperation bodies engaged in aspects of transboundary water resources management, Research organisations dealing with international water management, Non-Governmental Organisations, engaged in aspects of transboundary water resources management , Consultancy firms offering services for and involved in transboundary water resources management. The Fourth World Water Forum (Mexico City; Mar. 16-22, 2006). Could thus be a keystone in launching the Decade of Water for Life. It will be a very propitious occasion to assess the progress made towards the goals that have been set and to work out concrete proposals for accelerating the achievement of those goals. The central theme of the Forum will be “Local Actions for a Global Challenge,” because since the Second World Water Forum, the international community accepted the global challenge of providing all people with access to enough safe water to meet their basic needs, including food. The Forum will allow for encounters among many local actors, international organizations, experts, ministers, legislators, and financial institutions for the purpose of finding cooperation and coordination mechanisms enabling institutional networks to better attend to all the challenges related to water.

World Water Day (March 22, 2006). Organized by the United Nations Educational, Scientific and Cultural Organization (UNESCO). In 1992, the United Nations declared 22 March to be World Water day. Everybody is invited to devote the Day to concrete activities such as the promotion of public awareness through the publication and diffusion of documentaries and the organization of conferences, round tables, seminars and expositions related to the conservation and development of water resources and the implementation of the recommendations of Agenda 21. World Water Day (WWD) 2006 will be guided by the theme 'Water and Culture' under the leadership of UNESCO.

4th Asian Regional Conference & 10th INPIM International Seminar (Tehran; 2-5 May 2007). ICID, INPIM, the World Bank, IWMI and the Iranian National Committee on Irrigation and Drainage (IRNCID) will host the event. Please view item #2 above.
