CAPACITY BUILDING PROGRAM
ON PARTICIPATION IRRIGATION MANAGEMENT
COURSE CONTENT
1. Overview of PIM – The recent history of PIM policies and the diversity of PIM approaches (How PIM has evolved), and the rationale for focusing on “participation”.
2. Legal Frameworks for WUAs -- Development of WUA charters, preparation of WUA by-laws, preparing documents for registration, and establishment of a system of records to maintain WUA reports and accounts needed for legal obligations. This module would include discussion of different national water laws in terms of their implications for the WUAs.
3. Building and Sustaining the WUA– Organization characteristics and functions, legal framework for the organization itself and for defining water rights; governance (transparency and accountability and the organizational arrangements to achieve this; mediation and conflict resolution); the health and adaptability of the organization (including planning and visioning), and the issue of whether and how to diversify beyond water management (e.g., agro-marketing, water sales

Financial Management – The purpose and concepts of financial management, the sources of revenue for the WUA, how to prepare annual budgets, strategies for setting and collecting irrigation fees, record-keeping including maintenance of accounts, audits, , billing; inventory of financial and physical assets
5. Technical Management: Operations and Maintenance –
(a) Operation of the irrigation system, determining water supplies, water budget and scheduling, crop/irrigation planning, flow monitoring, benchmarking; (b) New/innovative irrigation technologies including water application options (various drip systems) and fertigation (combining water and fertilizer). (c) Maintenance Management including pump and irrigation equipment maintenance, on-farm irrigation maintenance planning and scheduling and also teaches techniques for budget estimating and formulation of short-and-long-term maintenance programs.
6. Organizational Development:– Governance of the organization, supervisory and “people” skills; internal and external communication, staff management and development of human resources (e.g., recruitment, staff training); planning, visioning for the WUA; fund-raising, and links to other WUAs and support networks.
7. Introduction to INPIM – History and rationale for establishing an international network; how it is organized; overview of the National Chapters, and a guide to the many support functions that INPIM can provide to National-level WUAs.
8. Watershed Management – Understanding of PIM in the context of watershed management, including case studies.
9. Exchange of Country Experiences:- Particiapants will make a brief presentation on the irrigation reforms in their own country with specific reference to PIM programs.
10. Field Visits:- Participants will be taken on a one or two day field visit to interact with water user associations in Turkey. The two field visits will include interaction on organizational, technical and financial issues of the WUA, besides interacting with farmers and the DSI. At the end of the visit, participants will make a group presentation giving the highlights and observations on the field visit.
